Why OFWs use the TESDA Online Program

  • It fits shift work. Courses are self-paced, so you can study after a 12-hour shift or on your day off — 20 minutes at a time on your phone.
  • It prepares your return. Many OFWs plan their next contract or a business back home. Courses in cookery, bookkeeping, entrepreneurship or food processing give you a head start.
  • It helps you upgrade. A caregiver can study bookkeeping, a seafarer can study ship’s catering, a domestic worker can prepare for caregiving — for free.
  • It is free and official. No agency, no fees, no fixers: the courses are on TESDA’s own platform.

Getting a National Certificate when you are based abroad

Overseas employers and recruitment agencies often ask for a National Certificate (NC II or higher), not just a training certificate. The NC requires a competency assessment — a written and practical test — at a TESDA-accredited assessment center. For most people abroad, the practical way is:

  1. Study the online course for your qualification nowUse the course list to find the program that matches the NC you need.
  2. Prepare your documents before flying homeApplication form, Self-Assessment Guide and passport-size photos. See the full requirements.
  3. Contact an assessment center in advanceAssessment schedules fill up. Ask the center for available dates during your vacation and confirm the fee.
  4. Take the assessment and claim your NCIf you pass, apply for certification and claim your NC. If you have to fly back first, a representative with an SPA can claim it for you.

TESDA has, at times, worked with Philippine embassies and labor offices to offer training and on-site assessments for OFWs in specific countries (for example, an information session for Filipinos in South Korea in 2022). Ask your nearest Philippine Embassy or Migrant Workers Office (MWO) whether anything is currently available where you live.

Learning a language for work abroad

If you are planning a move to Japan, the Middle East, Spain or a customer-service job, language skills matter as much as your trade. Two options:

  • Online, from anywhere: the TESDA Online Program has a Language category; in October 2026 it listed Japanese A1 and English A2 courses.
  • Face-to-face, in the Philippines: TESDA’s language programs have offered free courses such as Basic Japanese Language and Culture (150 hours), and basic Mandarin, Arabic, Spanish and English for customer service (100 hours each). They are classroom-based on weekdays, for Filipino citizens aged 18+ who finished high school. Check TESDA for current schedules and slots.

Frequently asked questions

Can OFWs take TESDA courses online?

Yes. The TESDA Online Program is open to anyone with an internet connection, including Filipinos working or living abroad, and the courses are free.

Can I get my NC II while working abroad?

You can prepare online, but the National Certificate requires an in-person competency assessment at an accredited center, which is usually done in the Philippines. Some host countries have had special arrangements; ask your nearest Philippine Embassy or Migrant Workers Office.

Is a TESDA certificate recognized abroad?

A National Certificate is a Philippine qualification. Many overseas employers and agencies ask for it, but each country and employer sets its own rules. Always check the requirements of the job and country you are targeting.

Can someone else claim my National Certificate for me?

According to TESDA, a representative can claim the NC or COC with a Special Power of Attorney (SPA), together with the required documents.

How can an employer abroad check my NC?

National Certificates can be verified online in TESDA’s Registry of Certified Workers.
